Teledyne Engineering Services (TES) has reviewed the Reference 1 letter.
The responses to those comments requiring additional data or clarification from TES are as follows:
NRC Comment No. 2a - Inclusion of Design Verification Records As Part of Independent Design Review TES Response:
TES, as part of the Independent Design Review ( IDP,),
Task 4, will review the design records to assure that the adequacy of the design verification implementation is in compliance with the S&L QA Program.

Attachment A to this letter is the TES Technical Engineer-l ing Procedure (TEP) which defines the composition, duties l
and function of this committee.

TES Response:
Normally, Messrs. Malonson and Messinger report to the Manager of Quality Assurance.
For this
- project, Mr. Malonson will act as a reviewer for Task 8, " Review of CECO Audit Finding".
He will report to the Project l
Manager.
The nature of Task 8 requires that the reviewer l
have a detailed knowledge of quality assurance.
There-l fore, it is appropriate to choose a reviewer who has a working knowledge in this area.

He reports directly to the Manager of QA and not to the Project Manager.
The TES Project QA Program (PQAP),
Appendic C of Technical Report TR-5539-1, Initial Status Report for the IDR, defines and lists the TES organization for this project.
NRC Comment No. 5 - Documentation of Detailed Reviews TES Response:
TES will submit two reports as described in Comment 5 of Reference 1.
In addition, documentation of all reviews for each task will be on file at. TES.
All data generated by the reviewers will be in the form of controlled doc-uments. The format of the documents will be as follows:
1.
TES internal memo requesting information, clarifica-tion or statement of facts.
2.
Trip reports.
3.
Memo to the Project Manager, Project Review Internal Committee, or 10 CFR Part 21 Committee, as required.
4.
Reviewer reports describing specific documents reviewed and summary t.F results.
All of the above data will be on file at TES as controlled documents.
The i
extent and nature of this documentation, along with the two reports, will i
enable one to easily assess the accuracy and depth of the IDR.
