Interim Report of 10CFR50.55(e) Item on &crgency Diesel Generator Relay Failures (#59)

Dear Mr. Keppler:

On February 22, 1982, Detroit Edison's Mr. fl.A. Walker, Supervisor-Construction Quality Assurance, telephoned Mr. P. Pelke of IRC-Region III, to report on a problem with &crgency Diesel Generator Relay Fail-ures at the Fermi 2 site.

Detroit Edison has had a number of relay failures in the control circuitry of the energency diesel generator for Division I.

On diesel generator num-bor twelve, six of eleven relays tested did not operate properly. The fail-ure of these relays would prevent the diesel generator frta starting. These relays were manufactured by ITE, and were supplied to Fermi 2 by Colt with the diesel generator. These relays were previously located on panels attached to the diesel generator, but were relocated to a separate panel to eliminate vibration. It is not known at this tine, if the failure is due to a manufac-turing problem with the relays or possibic damage sustained during the re-location. Detroit Edison is investigating this problem.
