Dear Mr. MacDonald:
This is in response to your letter of November 27, 1982, to Mr. Jerry Scoville regarding US Ecology Inc.'s Model 6679 shipping package. The continued need for the Italf Supertir;cr overpack as a container to trans-port Type B and large quantities of radioactive material necessitates the renewal of its Nuclear Regulatory Commission (NRC) Certificate of Compliance No. 6679.
Your questions addressing our consolidated appli-cation for renewal of the llalf Supertiger Certificate of Compliance have been reviewed by Uf Ecology's staff and an independent consultant.
US Ecology also met with Mr. C.
R. Chappell of your office to discuss the NRC's questions.
The Italf Supertiger is designed for two modes of operations as described below:
1.
Mode A Non-Shielded Use:
The inner container consists of a gas-tight steel shell with joints overlapped and double-seam welded. The re-movable end cover is gasketed and bolted.
2.
Mode B Shielded Use:
The overpack is the same as Mode A with the inner door removed. A lead shielded cask (Argonne Transportation Shield) fits within the overpack and serves as the containment vessel.

For the Mode A configuration, the IIalf Supertiger containment is similar in construction to the Supertiger, Certificate of Compliance No. 6400.

Mr. Charles E. MacDonald March 12, 1982 Page 2 answered in a previous attempt to recortify the Supertiger. Thus, US Ecology will seek approval to use the !!alf Supertiger Mode A con-figuration as an overpack with the identical constraints that have been placed upon the Supertiger (No. 6400).
For the Mode B configuration, US Ecology will perform an engineering analysis to answer those questions that were not adequately addressed by our May 1, 1980, Safety Analysis. The two areas that require further analysis under the Mode B configuration are the accident conditions of 25 psi external pressure and the effect on the Argonne Transportation Shield during the 30-foot-drop condition. US Ecology feels that the two accident conditions, puncture and thermal, have been adequately addressed in the May 1 analysis.
The engineering analysis costing has been completed. Because of our consultant's backlog, the analysis cannot start until April 1, 1982.
The analysis will be completed by May 1, 1982. The analysis may show that minor modifications to the lid sealing area of the Argonne Trans-portation Shield are required. These modifications can be performed within about a one-week period.
Once this analysis is completed, US Ecology will send the NRC the complete package with all the information requested.
