In reviewino the Draft Environmental Statement. I have found that some ver9 critical areas have not been discussed.

ITEM 1: Subterranean Caverns These caverns nas be within 1/4 mile of the Nuclear Plant. The FSAR 2.5.1.2.5.4.1 does discuss these caverns but it left nan 9 unanswered questions.

Since there has not been specific calculations of the "foreion" naterial removed with the salt that was removed. it is possible that the caverns are sionificantly larner than estimated. Also never discussed. was the' vers laroe chemical storace cavern which is northWast of the nuclear plant and is utilized 69 Dow Chemical Compan9. Mr. Jeff Kinball. a seismolonist for the NRC. was unable to answer several questions about these caverns at the OM hearino on July 10.1981 in Midland. Mr.

Kimball admitted to not knowino the exact location of the caverns. He did saw that the caverns were beino further investioated. Where are the results ,

of this investioation? Wh4 hasn't remote-sensino been used to evaluate these caverns?

ITEM 2: Foonino of Roads Dense foo man be so severe durino the months of November throuch March that visibility will be sionificantly reduced to create traffic hazards.

The DES only mentions Gordonville Road.- Wh4 were '

the parallel roads (Saqinaw and Pose 9ville) not considered. Our children in school busses and hundreds of Dow employees travel these roads in' a one hour time span. Who is responsible for their safets as the9 travel throuch this nuclear plant created hazard? Will the dense foo creat a vehicular hazard for the hazardous waste trucks from the Dow Chemical Compans. These trucks will' -

J intersection at the rate of one ever 8 to 10 minutes. This will occur when full operation of Dow Chemical's 152 acre hazardous waste landfill beoins operation.

ITEM 3 Foooinq of Airborne Effluents Will dense fonoino ph9sica119 and/or chemical 19 saturate toxic effluent from the Dow Chemical Company and Dow Cornino causino then to have 'a short airborne flicht? The results will be a hiqher concentration of toxicits in the Midland area.

ITEM 4: Icino and Ir.surance Liability

. Should power outane occur due to icino of power lines. home owner insurance companies will NOT cover losses such as flooded basements. loss of perishable noods in freezers and refrinerators.etc. This danane is not considered an Act of God but a nan-created (nuclear plant) hazard. The DES does not discuss this liabilits.

ITEM 5: Radiation Tacoino Radio-isotopes nas tan products produced at the Dow Chemical and Dow. Cornino plants nakino these products unacceptable for certain applications:

such as contact lenses (Freeland). . ear. nose and breast protheses (Hemlock) or clues (used for NASA pro.iects). No evaluation of the radioactive impact on the 152 acre Salzburn hazardous landfill has been addressed 69 the DES.

ITEM 6: Properts Devaluation It is recoonized that the nuclear plant will inpact properts value in the area resultino in the loss of

. thousands of dollars for individual residences near the nuclear plant. The DES neolects this impact complete 19.

ITEM 7: Violation of Michioan Water Resource Commission Act The DES states that some fish and waterfowl will '

die as a result of coolino pond and radioactive discharoes from the nuclear plant 'into the Tittabawasssee River. This is a clear violation of the Michioan Water Resource Connission Act. (See enclosure) The DES does not discuss this.

ITEM 8: Risk Assesment The DES fails to make a cumulative risk assessment of the nuclear plant with the followino established environnental risks:
