Dear Administrative Judges:

Pursuant to the Board's Order of March 15, 1982, the follow-ing is a status report on the County's program for preparation of its radiological emergency response plan.

1.

The enclosed loose-leaf volume is a draft document which represents the "Suffolk County Radiological Emergency Response Plan as of March 10, 1982."

This draft was prepared by the County Department of Planning.

The draft is incomplete in the following respects:

(a)

The draft does not reflect community characteristics and considerations relevant to radiological emergency planning and preparedness in Suffolk County.

These matters will be the subject of a social survey to be commenced shortly under the direction of the County's consultants, Dr. Kai T.

Erickson, Professor, Depart-ment of Sociology, Yale University, and Dr. James H. Johnson, Jr.,

Assistant Professor, Department of Geography, University of California at Los Angeles.

(b)

The draft does not use or define emergency planning zones which were derived from consideration of site-specific and local conditions.

The zones adopted in the draft are concentric circles which were artificially drawn ten miles from the Shoreham plant.

The County intends to examino actual consequences of a major radio-(

active release from the plant and to identify the population cen-ters and residents affected by such consequences, including an 95 i

examination of the implications of such consequences on residents of towns in the east end of Long Island.

The configuration of

emergency planning zones will flow from an analysis of the data and needs revealed by this examination.

(c)

In reference to the Outline of the draft (pages 1-5 of the draft), the following portions of the draft are not prepared:

(i)

All matters described on the first page.

(ii)

Second page: Health Services; Sheriff's Department; New York State Police.

(iii)

Third page: Department of Social Services; Emergency Operations Center; New York Department of Transportation.

(iv)

Fourth page: Training; Exercises and Drills; Public Awareness through Education.

(v).

Fifth page:

Various Exhibits to Appendix A; detailed transit operations plan.

By Executive Order dated March 29, 1982 (copy enclosed herewith), the County Executive directed that a complete draft of the County Radiological Emergency Response Plan be transmitted to him by September 15, 1982.

Following the County Executive's re-view, he shall forward such Plan to the County Legislature for the latter's consideration in accordance with Suffolk County Resolution No. 262, 1982 (copy enclosed herewith).
