March 25, 1982 MEMORANDUM (Reactor Vessel Embrittlement)

On March 22, 1982, the Commission's Staff filed an affidavit of Richard L. Emch, Jr., in response to a question we asked during an on-the-record conference 'leid on March 1, 1982. Tr. 290. Mr. Emch's affidavit ex-plained that continuing embrittlement of the reactor pressure vessel will require periodic amendment of the pressure-temperature limits for the reac-tor but would not shorten the life of the plant.

This response leaves us with a record that is somewhat incomplete because it does not address:

(1) whether increases in the pressure-temperature limits of the reac-tor vessel may affect the safety or operability of the entire reactor sys-tem; and (2) whether the reactor pressure vessel will continue to be safe, for its expected life, with respect to thermal shock which might occur if the emergency core cooling system or other makeup water systems had to be activated in response to a loss of coolant accident.

We would appreciate a further answer which directly addresses these Concerns.
