LaSalle County Station Units 1 and 2 Associated Piping and Engineering Corporation Alteration of Radiographs o f Welds in Piping Subassemblies NRC Docket Nos. 50-373 and 50-374

Dear Mr. Schwencer:

The purpose of this letter is to inform you of the results of a Commonwealth Edison Company Quality Assurance surveillance.

This information is provided to ycu because o f NRR's obvious interest in this matter.

In mid-February, Region III (R. Walker) notified Commonwealth Edison that an investigation of Associated Piping and Engineering revealed that a radiograph reviewer had been altering radiographs of penetrameter 4-T hole images on subassemblics purchased from this Company for the last eight years.

Commonwealth Edison Quality Assurance performed LaSalle Q.A. surveillance 82-163.

This surveillance determined that Associ-ated Piping and Engineering Corp. (AP&E) supplied radiographs to General Electric (G.E.) for replacement spools in the recirculation loop at LaSalle County Station Units 1 and 2.

The subject radio-graphs were reviewed to determine the following:

1.

That the required T holes are visible and discernible.

2.

That the T holes have not been enhanced or altered.

This was accomplished by viewing the radiographs in a high intensity viewer (to discern required T hole), and full overhead lighting at an oblique angle to the viewers line of vision (to assure no altera-tions were present).

After a critical review, no alterations or enhancements were observed.

Based on this review, code accepta-bility of the subject spools (S/N's 1,2,3,4,5,6,7,8,9,10,11,15,16, 17,18,19,20,21,22 and 24) is not in question.
