Dear Mr. Saltzman:

At the request of the Portland General Electric Company we have reviewed the Bonneville Power Administration's (BPA) obligations under the Net-Billing Agreements for the Trojan Nuclear Project. Based upon such review and a review of our letter to you on the same topic dated June 3, 1980, and our letter to you dated March 6, 1978 (copies of which are enclosed for your convenience), we.have again determined that BPA is obligated to pay retrospective ' premiums which may become due under the Price Anderson Act (Pub. L.94-197) on behalf of the City of Eugene for the Project.

If we can furnish further information on this subject, please let us know.
