This is to inform the Commission that a Notice of Violation and Proposed Imposition of Civil Penalties in the amount of Fifty Thousand Dollars will be issued on or about March 29, 1982 to Tennessee Valley Authority.
This action is based on violations involving, (1) exceeding a Technical Specifi-cation limiting condition for operation, (2) not maintaining an adequate unit staff retraining program as required by Technical Specifications, and (3) failure to implement procedures as required by Technical Specifications.
A news release has been prepared and will be issued following licensee noti-fication.
The State of Tennessee will be informed.
It should be noted that the licensee has not been specifically informed of the enforcement action.
The schedule of issuance and notification is:
Action Signed March 25, 1982 Mailing of Notice March 29, 1982 Telephone Notification of Licensee March 29, 1982 The licensee has 30 days from the date of the Notice in which to respond.
Following NRC staff evaluation of the response, the civil penalties may be remitted, mitigated or imposed by Order.
