Dear Mr. Stolz:
Per Toledo Edison's discussion with your staff, this letter is to provide requested information concerning NUREG-0737, " Clarification of TMI Action Plan Requirements", Items II.D.3.4, II.B.4 as it related to Davis-Besse Nuclear Power Station Unit No. 1 (DB-1).
Item II.D.3.4 concerns toxic and radioactive gases as they relate to Control Room Habitability.
Item II.B.4 concerns training for Mitigating Core Damage.
An analysis of the effect of toxic gases on control room habitability (Item III.D.3.4) is included in our subnittal dated May 28, 1981 (Serial No. 716). The effect of radioactive gases on Control Roon Habitability is described in Chapter 15, Section 15.4.6.6 of the Final Satety Analysis Report (FSAR) for DB-1.
As a result of the toxic gas study, the appropriate station procedures have been revised to direct operators to isolate the control room ventilation system in the event chemical contaminants are detected in the control room atmosphere.
As a result of the above analyses, Toledo Edison has identified no requirements for either modification to the control room or Technical Specifications for DB-1.
Item II.B.4 requires development and implementation of a training program to mitigate core damage. A program has been developed and is an integral part of operator training at Davis-Besse. Licensed operators and Shift Technical Advisors participate in a requalification program encompassing mitigation of core damage and related emergency procedures.
