LaSalle County Stttion Units 1 and 2 Diesel Generator Starts NRC Docket Nos. 50-373 and 50-374

Dear Mr. Schwencer:

The purpose of this letter is to transmit information on the number of diesel generator starts at LaSalle County Station.

This information was requested during a telecon between representa-tives of Commonwealth Edison Company and Dr.

A. Bournia, et al, o f your staf f on March 18, 1982.

Attached p' lease fino a summary o f starts and f ailures encountered for each of diesel generators 0, lA, 18 and 2A since their r.espective 23 start test.

It should be noted that not all starts are classified as either " Valid Starts" or " Failures".

In cases where a Regulatory Guide 1.108 start (which requires I hour run time) was not being performed (such as for preoperational testing), the start has not been classified as a Valid Test.

This info.mation was compiled through an extensive survey o f information from several sources at the station.

While there was an attempt at completeness, there exists a possibility that a small number of starts may not be included in these summaries.

Between January 23, and March 4, 1982, all four diesel generators were released to operations and monthly surveillances were officially initiated.

The surveillances performed for each diesel generator since release to operation have indicated no failures.

Commonwealth Edison Company intends to comply with Technical Specification Table 4.8.1.1.2-1, Diesel Generator Test Schedule.

This table presently requires that "For the purposes o f this test schedule, only valid tests conducted after the OL issuance date shall be included in the computation of the "last 100 valid tests."

Failure #1 DG-1 A would -not start on 9/11/79.

No information on cause or corrective work.

Reason for test -

unknown.

Could be an invalid test and not a failure.

Co rrec tive action to prevent recurrence was done to check l

all blocking diodes periodically.

Due to defective conpensation circuit board, relay tach replaced and no problems have occurred since.

All preventative maintenance and overhaul work required for the first 6 years was completed on November 20, 1981.

Division 3 - Diesel Generator 1B, 1E22-S001 R.G. 1.108 23 start tests ended 1-05-81 79 starts since 1-05-81 40 starts were preop related 24 starts were maint. related 15 starts were operator training /

machinery exercise or unknown Of the 79 starts, there were 1 "f ailure" and 11 " valid tests" as de fined by R.G.

1.108.

Failure #1 was caused by a stripped adjustment screw on the DG-1B governor run solenoid.

This caused 2 start f ailures and 1 trip during engine operation.

All preventative maintenance and overhaul work required for the first 6 years was completed October 26, 1981.

Monthly survell-lance of ficially started with surv. on 3-4-82, and is one of the 11 valid tests above.

Divison 2, Unit 2 - Diesel Generato r 2 A, 2DG01K R.G. 1.108 23 start tests ended 5-22-81.

49 starts since 5-22-81 32 starts were preop related 7 starts were maint. related 10 starts were operator training /

machinery exercise or unknown Of the 49 starts, there were 6 " valid tests" and no "f ailures".

All preventative maintenance and overhaul work required for the first 6 years was completed on December 17, 1981.

O f ficial monthly operating surveillances were begun on 2-26-82 and only the initial surv. has been done to date (3-23-82) and is included as one of the 6 valid test above.
