Your letter of December 24, 1981 requested formal notification ( __j technical deviations from your stated positions in NUREG 0737, item II.F.1.3, Con ta inment liigh-Range Radiation Monitor.

Our investigation conduc*ed at that time revealed no deviations.

Your stated position in NUREG 0737 is that the monitors shall be developed and qualified to function in an accident environment.

It has recently been brought to our attention that a deviation to your stated position will exist at the time the second refueling outage is complete and the station is ready to resume power operation. As previously identified in our submittal of

. lune 26, 1980, we are installing Victorcen equipment to satisfy this require-ment.

Victorcen has recently completed qualification testing for the equipment they are providing which has placed new design criteria on our architect /

engineer for the development of a special containment penetration / cable termin-ation detail which will not invalidate Victorcen's qualification.

The qualification of this containment penetration / cable termination is in progress with the LOCA test scheduled for completion priot to the end of the present outage.

The complete qualification test program, including post LOCA testing, will not be finished until the end of the third quarter of 1982 with the supporting documentation available by the end of 1982. With the exception of the containment penetration /

cable termination qualification, the incontainment high range radiation monitors will meet the requirements of NUREG 0737 upon completion of installation. The l

qualification is expected to be complete before the end of 1982.

To prevent a licensed operator f rom being mislead by potentially inaccurate instrurent indication during accident conditions, due to the questionable qualification status of this portion of this system, a caution note will be added to the instrument indication advising him of this deviation.

This caution note will rerain in ef fect until such time that equipment qualification has been satisfied.
