MEMORANDUM AND ORDER
(. 8
-)
March 16, 1982 g
The Licensing Board issued its partial initial in the hardware and emergency planning phase of this case on December 14, 1981 and exceptions were filed on February 8, 1I 1982.
Briefs were due on Wednesday, March 10, 1982. -
The Union of Concerned Scientists submitted its brief to us on March 13, 1982, accompanied by a request for extension of time until April 5, 1982, to brief various other issues.
On March 16, 1982, UCS filed a motion requesting an extension of time for filing its original brief, explaining that it mistakenly believed that 10 CFR Part 2 permitted personal delivery of the brief within 5 days of the due date.
1/
Briefs were filed by the Licensee, the Commonwealth of
'~
Pennsylvania, and the Aamodts.

i UCS argues, among other things, that the record is of unprecedented complexity, that counsel has been required to l
participate in other TMI-1 related matters in addition to the brief, and that, as a result, it was unable to brief several issues.
UCS claims that an extension will not harm l
other parties.
Finally, UCS requests an expansion of the I
page limitation from 70 pages to 125 pages.
j We invite interested parties to respond to all three 1
{
UCS requests --
i.e.,
permission to file its original brief after the March 10 due date, an extension of time until April 5, 1982, for briefing various remaining issues, and an I
expansion of the page limitation to 125 pages.
Responses j
must be in our hands by close of business Monday, March 22, 1982.
If we grant any of the requests, we shall establish a i
time for filing responsive briefs.
i l
It is so ORDERED.
