Dear Shep:

The major exhibits Applicant plans to introduce during the Waterford 3 operating license hearing related to Joint Intervenors' evacuation Contention 17/26 (1) consist of the Applicant's onsite emergency preparedness plan, the State of Louisiana's offsite emergency preparedness plan, the evacuation time estimate study, and a study of the fixed outdoor siren system. An identification and description of the latest versions of these documents, all of which have previously been provided to you and the Joint Intervenors, are as follows:

1. The onsite plan, contained in a large white loose leaf binder, is entitled, " Emergency Plan, Louisiana Power & Light, Waterford 3 Steam Electric Station." It was prepared by Applicant, and replaces Section 13.3 of the FSAR. Each page of.the body of the onsite plan is marked " Revision 3."
2. The offsite plan, prepared by-the Louisiana Nuclear Ener'gy Division (a division of the Louisiana Department of Natural g63 .5

Page Two March 9, 1982 Resources, Office of Environmental Affairs) is physically in the form of two documents. The first, entitled " State of Louisiana, Peacetime Radiological Response Plan, Annex J, Appendix 7 to Louisiana Preparedness Plan fcr Emergency Operations," Revision 4, February 1982, deals with the organization and functions of state agencies. For convenience, this document can be referred to as the " State Plan." The second document is Attachment 1 to the State Plan, and is designated as Revision 3, September 1981.

It is site-specific for Waterford 3 and contains plans relating specifically to St. Charles Parish and St. John the Baptist Parish.

These two documents are designated to be attached to'Appli-cant's onsite plan as Appendix D and C, respectively. However, because of their bulk, they will be introduced at the hearing as physically separate documents.

The State Plan and Attachment 1 to the State Plan were sub-mitted by the Louisiana Nuclear Energy Division to FEMA for review on November 16, 1981. Each was designated Revision 3, September

, 1981. As a result of that review, certain revisions were made to the State Plan (but not Attachment 1). Although the revised State Plan is the only one that was submitted formally on the NRC docket, I had informally sent to you and the Joint Intervenors the-earlier version last December before it was revised. There was nothing on the face of the revised document to indicate that it was revised.

To assist in you'r review, I sent to both you and Joint Intervenors a specially marked copy of the State Plan which indicates--by -

carets, underlinings, and vertical lines--where all of the revisions have been made. However, to alleviate any confusion that may arise, I have called the Louisiana Nuclear Energy Division and suggested that a new cover page be prepared to designate the revised version as Revision 4, February 1982, and, further, that the revised version which will be introduced as an exhibit at the hearing be the one you have which is marked to indicate all revisions.

Accordingly, we will, this week, formally submit on the docket a replacement State Plan so dated and marked. Since you and Joint Intervenors already have the marked version, it will not affect your review, but I think our filing the replacement formally on the docket will avoid confusion on the hearing record.

I have enclosed at your request four such marked versions of the revised State Plan for' your immediate use. (I am also enclosing a copy of the cover letter by which we earlier transmitted to FEMA, at your request, copies of our exhibits.)
