-567/82-07 The subject deficiency was initially reported to NRC-0IE, Region II, Inspector R. V. Crlenjak on February 9, 1982, as NCRs BLNMEB8201, HTAMEB8201, HTBMEB8201, and PBNMEB8201.

The deficiency reported as HTBMEB8201 for the Hartsville Nuclear Plant B is also applicable for the Yellow Creek Nuclear Plant. TVA is planning to transfer the standby diesel generators from Hartsville Plant B to the Yellow Creek site; however, details of this transfer are incomplete at this time.

In accordance with paragraph 50.55(e) of 10 CFR Part 50, we are enclosing our first interim report on the subject deficiency. We consider 10 CFR Part 21 applicable to this nonconformance. ENCLOSURE BELLEFONTE, HARTSVILLE, PHIPPS BEND, AND YELLOW CREEK NUCLEAR PLANTS CHECK VALVE LEAK IN AIR START SYSTEM OF STANDBY DIESEL GENERATORS BLRD-50-438/82-13, -439/82-13 HTRD-50-518/82-08, -519/82-07, -520/82-08, -521/82-07 PBRD-50-553/82-07, -554/82-07 YCRD-50-566/82-07, -567/82-07 Description of Deficiency A check valve identical to those installed by Transamerica Delaval, Incorporated (TDI), in the diesel generator starting air system between the air compressor and the air storage tanks was found to leak during a recent seismic qualification test. The function of this valve is to allow the start-ing air compressor to charge the storage tank, and then prevent backflow once the tanks are charged.

This deficiency was reported by TDI to NRC-0IE, Washington, D.C.,

by letter dated November 5, 1981, under the requirements of 10 CFR Part 21.

Interim Progress TVA was alerted to this potential problem by TDI. TDI is still investigating this problem and has estimated that this investigation will be completed and that corrective action will be forwarded to TVA by April 30, 1982. We anticipate trar.smitting our next report on'or before May 28, 1982.
