Dear Mr. Eisenhut:

The purpose of this letter is to provide Commonwealth Edison Company 's understanding o f Reference (a).

Reference (a) is the NRC's response to Re ference (b) which transmitted the final program specification for the independent review verification at LaSalle County Station.

Reference (a) states, in part, that:

"We have reviewed this specificaton and find it acceptable with the exception that we disagree with the statement that "The electrical aspects o f the design do not require review because they are verified during preoperational and startup testing."

We believe that all safety-related electrical equipment components presently installed in the system covered by the design verification program must be assessed independently to assure that their mechanical and structural design requiremente have been met.

This will not be verified during preoperational and startup testing.

Therefore, we require that these electri g,

cal equipment / components be included within the scope of the design verification program.

In addition, we had some minor comments that were communicated by telephone to your personnel (L.O. De1 George).

Excep t for the above, we essentially find that the program meets our requirements."

independent review should encompass all structural and mechanical aspects of the selected system that could not be verified by preop or startup testing.

This fact was included in our charter to Tele-dyne accompanyjng the purchase order.

The existing design record includes the Seismic Qualificaton Test Records (SQRT Program) which attest the design adequacy o f safety-related electrical equipment in j

the RHR "C" loop to the LaSalle specific hydrodynamic and seismic loads.

Even though the SQRT record was audited in November 1980 by i

the NRC and subsequent progress reports have been issued until the e

program was completed in February,1982, Commonwealth Edison concurs with Reference (a) and will have Teledyne re-review this area.
