In accordance with your submittal dated August 8,1981, and its supplement dated January 26, 1982, and pursuant to Title 10, Code of Federal Regulations, Part 70, Condition No.13 of Materials License No. SNM-778 is hereby amended to incorporate your Radiological Contingency Plan. Accordingly, this condition shall redd as follows:

Condition 13. Within ninety (90) days of the date of this amendment, the licensee shall implement, maintain, and execute the response measures of the Radiological Contingency Plan. The licensee shall prepare end maintain procedures as necessary to implement the Plan. This Radiological Contingency Plan and associated implementing procedures supersede the emergency planning requirements of 10 CFR 70.22(1) as they refer to onsite planning and notification.

No changes shall be made to the Plan that would decrease its response effectiveness without prior Comission approval. Records of all other changes to the Plan shall be kept for at least two years from the date of the change. A report containing a description of each change shall be furnished to the Chief, Uranium Fuel Licensing Branch, Division of Fue' Cycle and Material Safety, NMSS, U.S. Nuclear Regulatory Comission, Washington, D.C. 20555 and to the appropriate NRC Regional Office specified in Appendix D of 10 CFR Part 20 within six months after the change is made.
