RPage, FC EMcAlpine, Reg. II This is in response to your letter of October 30, 1981 which-transmitted a revised page to your Fundamental Nuclear Material Control Plan which incorporated the intent'of Mr. J. G. Partlow's letter of March 19,1981 concerning the tamper-safing of low enriched uranium.
We have reviewed the revised page to the Plan and have detemined that it does not adversely affect the ccmon -defense and security and is othemise in the public interest. Accordingly, Safeguards Amendment MPP-1 to your License flo. SNM-778 is hereby revised, effective immediately, by revising existing License Condition 2.1 as contained in the enclosure to this letter.-
We have established that the enclosure to your letter dated October 30,1981 contains information of a type specified in 10 CFR 2.790(d). Accordingly, pursusnt to Section 2.790(d) 1), such information is deemed to be comercial or financial information within the meaning of 10 CFR 9.5(a)(4) and shall be subject to disclosure only in accordance with the provisions of 10 CFR 9.12.

ENCLOSilRE REVISED LICENSE CONDITION 2.1 2.l' The licensee-shall follow the Fundamental Nuclear Material Control Plan dated July 1977 with the following revisions:

April 1978 b.
November 1978 c.
August and October 1978 d.
August 1979 e.
May 1980 f.
April 1981 g.
October 1981 and as revised in accordance with the provisions of 10 CFR 70.32(c).
