SUMMARY
l l k- .A3 l This report presents the verification of the recommended siren system sound coverage for prompt notification of the public within the radiological Emergency j Planning Zone (EPZ) of the Waterford 3 Nuclear Power Station. The objective of l l AcGuatic Tecnnology Inc. ( ATl; is to verify and achieve a siren syster.: that is G. technically adequate, cost effective and reliable. The verification of the system .H']I design is a result of a systematic computer optimization process, with the goal of [{f achieving full acoustic alerting signal for the high population areas within the EPZ. t [i: The final design consists of 38 sirens for the required acoustic coverage within an the EPZ. The locations were physically selected, examined and inspected by Louisiana Power and Light before finalized by the ATI computer model. The warning system designed for the EPZ of Waterford 3 Nuclear Station is a composite system. This is due to the demographic characteristics of the 10-mile zone which has in general a low population density with scattered areas of relatively higher population density. There fore, in the areas of the EPZ where } the population is relatively concentrated outdoor warning sirens are used. For the remainder of the EPZ where the low population exists, tone activated radio receivers and/ or mobile sirens may be used. / A prediction of siren sound coverage of a minimum of 60 dBC has been made ] for each of the 38 siren locations. The siren system has been designed and analyzed l ,;? to meet regulatory requirements and achieve the acceptance of the public as well as Federal State and Local government officials. ATI is confident that the proposed siren area alerting coverage fully meets the guidelines set forth in FEMA's CPG - 17 Outdoor Warning Systems Guide and the NRC NUREG-0654 criteria. The 60 dBC 1 sound coverage was provided based on an assumed ambient noise level less than 50 i dBC throughout the EPZ. f, $_) Acoustic TECHNOLOGY IN i Le .i
,~ -' ,;a: . u 2.c 4 b -. -.---.-imaa:.an : mGL - - ~.= u ^ >1 f INTRODUCTION '4 1 1 l The nuclear accident at Three Mile Island (TMI) underscored the need for better emergency preparedness procedures for commercial nuclear power plant i licensees and for state and local of ficials involved with a general nuclear emergency. i in January 1980, the Nuclear Regulatory Commission (NRC) and the Federal Emergency Management Administration (FEMA) issued a document for interim use .u and comment entitled Criteria for Preparation and Evaluation of Radiological y Emergency Response Plans and Preparedness in Support of Nuclear Power Plants (NUREC-0654, FEM A-R E P-1). Among other things, this document lists the criteria for prompt notification of the public in the event of a general nuclear emergency. These criteria are presented in Appendix 3:' "Means for Providing a Prompt i Notification to the Population". The final legislation regarding prompt notification was published in the Federal Register which defines the requirements as follows: "By July 1, 1981, the nuclear 1 power reactor licensee shall demonstrate that administrative and physical means have

the plume exposure pathway EPZ. The design objective shall be to have the capability to essentially complete the initial notification of the public within the plume exposure pathway EPZ within about 15 minutes." Acoustic Technology Inc. (ATI) under a contract from Louisiana Power and Light (LPSL) has verified the design of_ prompt notification siren system for j areas within Waterford 3 Nuclear Power Station EPZ. ATI has given full consideration i a l to the requirements in Appendix 3 of NUREC-0654. ACOUSTIC CRITERIA OF THE SIREN SYSTEM l l In order to achieve a full alerting effect for the required areas within EPZ in } compliance with NRC/ FEMA requirements, the siren system has been analyzed to ? provide a minimum of 60 dBC acoustic siren signal. The 60 dBC acoustic coverage has A 4 determined by taking into consideration hemispherical wave divergence, ) .j atmo:,pneric absorption, vegetation, ground effects, and upwind shadows. NUREG-0654 (Appendix 3) indicates that an acoustic signal of 10 dB above the average daytime ambient level is an acceptable criterion for the desigi of a siren system. In addition, this 10 dB differential above average daytime ambient. level is meant to provide a distinguisable signal inside a home of average residential j construction under average daytime conditions. I { NUREC-0654 (Appendix 3) also indicates that the determination of adequate .) siren sound levels can be achieved by either of two options. Field surveys can be conducted to determine typical daytime ambient sound levels, and the siren ] system can be designed to achieve 10 dB above this documented ambient. As an alernative to field surveys, in areas with population density below 2,000 persons / l { square mile a sound level of 50 dBA can be assumed and the siren system can be 4 designed to produce a minimum of 60 dBC. l Since the population in the EPZ of Waterford 3 Station is below 2,000 persons / i square mile, the assumed ambient sound level of 50 dBA is used to generate the minimum 60 dBC sound coverage criteria for the Waterfo:-d 3 Giren System Design. 1 However, since no sound measurements have been made for locations within the EPZ, there may be areas where industrial activities raise the ambient noise level above 50 dBC. Areas where the ambient level is above 50 dBC may receive adequate alert i coverage if they are within close proximity to a siren. However, high noise areas on the perimeter of the 60 dBC coverage may require additional alert coverage to achieve a signal 10 dB above the ambient level as indicated in the NUREG-0654 t criteria. .- i, J Acoustic TECHNOLOGY lNC.

SIREN ACOUSTIC COMPUTER MODEL 1 'l 3 The siren sound levels within the Waterford 3 Nuclear Power Station plume exposure EPZ were calculated by the use of a computer model developec by Acoustic Technology, Inc ( ATI). This model takes into consideration meterological d factors and land surface conditions which effect the propagation of sound generated by each siren. However, topographical gradients in the region surrounding the j Waterford 3 Station are very slight at all points in this region and only a very small fraction of points are at elevations exceeding 25 feet above sea level, so there are no hills which may act as barriers to sound. Hence, effects of land l l surface condition (i.e., vegeta* ion, water bodies, etc.) on the propagation of ~ sound waves overshadow the effects of topography in this region, so topographic data played no role in the computer model. In addition to any possible topographic effects were further minimalized by locating each siren at the highest point possible. } The greater determining factors of the sound pressure level contours were the changes in sound pressure as the sound wave passes over vegetation, 1 marshland, water, open fields, and urban areas, The computer program which j 'j calculates siren coverage considers each of these surface conditions. j The computer program calculates the sound pressure at any given point } s 'l around the siren to be evaluated. Eoch point is described by its distance from the siren and the surface condition which the sound wave must pass over to reach that point. Othar variables such as wind speed, air temperature, and relative f humidity take part in these calculations, in calculating the attenuation of the sound wave, the computer program uses the number codes to describe land surface [ condition directly to calculate this attenuation. 1 i h k Acoustic TECHNOLOGY INC.

These factors will now be addressed in greater detail. } A. Hemispherical Wave Divergence: I The sound pressure level due to hemispherical divergence is uniform in all directions at a rate of 6 dB per doubling of f distance. 11 B. Atmospheric Absorption: Molecular (atmospheric) absorption further reduces the sound energy, t .] Absorption is highly dependent on the temperature and relative humidity of the air and is quite oronounced at large distances and at high frequencies. To avoid over or under design of the system, d average atmospheric conditions is used. The average conditions were determined to be 75% relative humidity and 68 F. C. Vegetation, Trees, and Ground Effects: Ground attenuation is a function of the structure and covering of the ground and of the height of the siren and receiver above the ground. The ground covering conditions at various directions and distance from the siren to receivers were directly read from the USGS maps. Sound travels from a siren to a receiver location.by two paths: l the direct line-of-sight path which is the primary path of outdoor sound propagation, and the ground reflected path. The amount of attenuation resulting from the sound propagation along the ground reflected path will depend on i whether the ground cover is absorbative or re.lectivs. Tall trees intercept the direct sound propagation path and can attenuate the sound from the siren substantially at the receiver location. l D. Wind Shadows: I -I Wind gradients near the ground are nearly always positive; that is, the windspeed increases with height. As a result, a shadow zone is most ] commonly encountered upwind from a siren because there the wind gradient .) i bends the sound rays upward. Downwind, the sound rays are bent downward, and no shadow zone is produ: ed. Cross wind, there is a zone of transition. The average wind condition at Waterford 3 Nuclear Power Station is 9.5 mph, so this is the value input to the computer model; such a value for wind speed has a minimal effect on the shape of sound pressure level. For any given wind direction, a unique sound pressure level contour is produced by the siren, given a constant wind speed. For example, Figure 1 illustrates the effect of wind on a typical contour for siren X, for wind from the (a) East, (b) Southwest, and (c) 20 west from true North. Although there may be a prevailing wind direction I for this area, in general wind may come t~ rom any direction to the siren, so the computer model must account for any situation. It does this by calculating coordinates for a contour which represents a conservative composite of all possible contours. This contour is ,1 ] illustrated in Figure 2 for Siren X. 1 e Another factor _ in the ATI acoustic computer model is the siren sound level rating at i 100 feet. Vendors of commercial sirens claim that their sirens produce a sound level of 125 i i ' dBC at 100 ft. However, these sirens were tested in the field and in an anechoic chamber 4 t (free field test) and the actual recorded sound level was approximately 122 dBC for dual i } t \\ p.m); Acoustic TECHNOLOGY INC. l !

As a result of actual laboratory and field testing, the siren sound isvel at 100 ft that is used in the ATI compu'ter model is 122 dBC rather than 125 dBC j as claimed by siren vendors. The ratings of 122 dBC for commercial sirens should be considered as further conservatism in our design. The sound attenuation is calculated by the computer model for each siren and the 60 1 dBC contour is determined. The corresponding sound level data for each siren within i its propagation range is presented in tabular form in Appendix 1 and in graphical form in Appendix 2. Ill. VERIFICATION OF SIREN ACOUSTIC MODEL in order to verify the accuracy of the Acoustic Technology Inc. model the measured sound levels were compared to those predicted as shown in Table 1. Excellent agreement was obtained from all data points under consideration. It is note-worthy that the model predicted values are slightly less (1-3 dB) than those measured j values. SELECTION OF SIREN LOCATIONS in order to avoid the extra cost of extending power lines for the installed f, sirens, it is essential to place sirens close to the available power lines within the j EPZ. Tentative siren locations were provided by Louisiana Power & Light Co. ( LP& L). Several computer iterations were made to detennine the required acoustic coverage of the siren system. LPSL performed the site inspections for these selected sites. After the final selection was made, ATI finalized the results for the selected 38 siren locations. For each location, predictions o'f siren acoustic coverage (utilizing the criteria discussed in Sa. !on 1) have been made.
