Dear Mr. DeYoung:
This letter provides the requested response to a Notice of Violation issued in a letter dated February 12, 1982 (Richard C.
DeYoung, NRC to V.
S.
Boyer, Philadelphia Electric Company) regarding the public notification system required by 10 CFR 50, Appendix E, Section IV D.3.,
as amended on December 30, 1981.
The automatic notification system was completed on February 20, 1982, and initial testing was completed on February 26, 1982.
The Notice of Violation is restated below along with our response.
10 CPR 50.54(s) and Appendix E to 10 CFR Part 50 (46 FR 63032, December 30, 1981) require each nuclear power reactor licensee, by February 1, 1982, to demonstrate that administrative and physical means have been established for alerting and providing' prompt instructions to the public within the plume exposure pathway emergency planning zone.
Contrary to the above, by letter dated January 27, 1982, the licensee notified the NRC that it would not be able to demonstrate by February 1, 1982, full compliance for the Peach Bottom Nuclear Power Station, Units 2 and 3.

RESPONSE
Compensatory measures for our inability to have the public notification system in full automatic operation by February 1, 1982 were described in the January 27, 1982 letter (S.

Grimes, NRC) and discussed at a January 22, 1982, meeting with the Region I staff at the King of Prussia office.
Local manual capability to actuate the sirens within the five mile radius was established before Pebruary 1, 1982, and for the ten mile radius on February 12, 1982.
Ir. is estimated that the sirens could have been actuated within 45 minutes of the initial notificat.on by this local manual method.
Implementation of the fully automated notification system was completed in the following stages:
February 16, 1982: Capability to actuate 17 of the 70 sirens by radio control from the Peach Bottom station was established.
February 18, 1982: Capability to actuate 53 of the 70 sirens by radio control from the Peach Bottom station was established.
Remote actuation controls were installed in Harford, York and Cecil Counties.
February 19, 1982: Remote actuation controls were installed in Lancaster and Chester Counties.
February 20, 1982: Remaining twenty siren radio controls were i n's tal led.
All radio receivers were bench tested before installation.
Installation of fully automatic public notification system was completed.
February 23, 1982: Silent mode testing for all County systems was successfully completed.
February 26, 1982: Initial sound testing of fully automatic public notification system was completed.

DeYoung Page 3 The public was kept informed of the installation and testing program through bulletins and press releases.
The actuation of the sirens during the test was verified by observation of the local indicating lights and counters for all sirens, and by personnel reports of a random selection of at least fifty percent of the sirens in each county.
A failure of the siren and radio vendors to deliver the equipment in a timely manner was solely responsible for the delay in implementation of the public notification system by February 1,
1982.
The compensatory measures described above and in the January 27, 1982, letter provided ample early warning capability during the interim period prior to the completion of the automatic system.
We plan to keep the NRC informed of any major operating problems associated with the new system.
