Dear Mr. Denton:
Title 10 CFR 50.55a endorsesSection III of the ASME-Boiler and Pres-sure Vessel Code including editions through the 1980 Edition and addenda through the Winter 1980 Addenda. The SNUPPS Utilities request permis-sion to use Subsections NB-4436, NC-4436, and ND-4436 in the Winter 1981 Addenda to ASME Section III. These paragraphs deal with the installation of attachments to piping systems after testing.
In discussions between Mr. E. Baker of the NRC staff and SNUPPS staff (Stright) it was indicated that several months would elapse before the Winter 1981 Addenda would be incorporated in 10 CFR 50.55a. Due to the stage of construction at the SNUPPS plants there are advantages to using the newer code as soon as possible.

The enclosure provides a comparison of the 1980 and Winter 1981 require-ments for the code subsections related to this request.
Prompt NRC consideration of this matter will be appreciated.
