10 CFR PART 71 QA PROGRAM FOR INDUSTRIAL RADIOGRAPHY LICENSES 1.0 Purpose 1.1 The following document is a description of Equitable Cao Company's Quality Assurance Program for Transportation /

Packaging of Radioactive Material (Sec. 7 0 Operating and Emergency Procedures, Equitable Gas Company NRC License).

Equitable Gas Company shall execute and maintain a Quality Assurance Program for shipping packages used for transportating those quantities of radioactive materials licensed to Equitable Gas Company as required, pursuant to Section 71 51 of 10 CFR Part 71.

2.0 Scope 2.1 As Equitable Cas Company neither designs nor manufactures shipping packages for transportation of radioactive materials, Equitable Gas Company's Quality Assurance j

Program shall establish those requirements for Eq'11 table Gas Company's employees which will ensure:

2.1.1 All packages used for shipment of radioactive materials have been approved for use by the USNRC and are in proper condition for shipment prior to any shipment being made.

2.1.2 All radioactive materials received by Equitable Gas Company have been shipped in proper condition in accordance with federal, state, and local regula tions.

2.1 3 Quality Control is maintained through a maintenance and audit program of all packages used by Equitable Gas Company in the transportation of radioactive materials.

3.0 Organization 31 Equitable Cao Company assumes that final responsibility for the Quality Assurance Program for 10 CFR Part 71 requirements.

32 The design and fabrication of radioactive materials shipping packages shall not be conducted under this Quality Aussurance Program.

33 The Quality Assurance Program is implemented in conjunction with the organizational chart ( Attachment 1).

34 The Radiation Safety Officer (RS0) shall be responsible for assuring compliance with the Quality Assurance Program requirements of Part 71 and for overall administration of the Quality Assurance Program. His duties shall include, but shall not be limited to, responsibility for training, certification, document control, and auditing.

35 Radiographers shall be responsible for handling, storing shipping, inspection test, operating status, and record keeping in accordance with established procedure.

4.0 Quality Assurance Program 4.1 The management of Equitable Gas Company establishes and implements this Quality Assurance Program.

4.2 Training for all Quality Assurance functions, prior to engagement in these functions, is required in accordance with written procedure. [ Supplement 6(f) of Form AEC-313R Training Program Equitable Gas Company NRC License].

43 Quality Assurance Program revision will be made by written procedures, with managements approval.

4.4 The Quality Assurance Progtam will ensure that all defined quality control procedures, engineering procedures, and specific provisions of the package design approval are satisfied.

45 The Quality Assurance Program will emphasize control of the characteristics of the package design which are critical to safety.

4.6 The RSO shall assure that all radioactive shipping packages are designed and manufactured under a Quality Assurance Program approved by the Nuclear Regulatory Commission for all packages designed and fabricated af ter July 1,1978.

This requirement can be satisfied by receiving a Certification of Compliance from the manufac turer.

5.0 Document control 51 All documents related to the specific shipping of packages will be controlled through the use of written procedures. All document changes will be performed according to written procedures approved by management.

5.2 The RSO shall ensure that all Quality Assurance Program functions are conducted in accordance with the latest applicable changes to these documents.

6.0 Handling, Storage, and Shipping 6.1 Written safety procedures (Sections 4 0, 5.0, 6.0, 7 0, and 8.0 of the OEM of the Equitable Gas Company's NRC License) concerning the handling, storage, and shipping of packages of certain special form radioactive material will b3 followed.

6.2 Shipments will not be made unless all tests, certifi-cations, acceptances, and final inspections have been completed.

6.3 All handling, storage, and shipping shall be conducted in accordance with written work instructions (Section 5.2 and 7.3 of the OEM of Equitable Gas Company's NRC License).

6.4 Only those employees trained and qualified as radiographers shall perform the critical handling, storage, and shipping operations.

70 Inspection, Tests, and Operating Status 7.1 Inspections, tests, and operating status of packages for certain special form radioactive materials will be indicated and controlled by written procedures.

7.2 Status of non-conforming parts or packages will be positively maintained by written procedures.

73 Only those persons, qualified as radiographers, who are trained and certified in the applicable testa methods shall perform required inspections and tests in accordance with written procedures.

7.4 It shall be the responsibility of the RSO to ensure these functions are properly performed.

8.0 Quality Assurance Records 8.1 Records of packages, a;provals (including references and drawings), inspecticas, tests, operating logs, audit results, peravanel training and qualifications, and records of shipmer t will be maintained.

Descriptions of equipment and written procedures will also be maintained.

8.2 These recrods will be maintained in accordance with written procedures aad shall be identifiable and retrievable.

83 A list of these records will be maintained by the RSO.

90 Audits 91 Established schedules of audits of the Quality Assurance Program will be performed using a written check list.

The results of the audits will be maintained and reported to management.

Audit reports will be evaluated and deficient areas corrected.

93 Audit frequency shall depend on the safety significance of the activity being audited, but each activity will be audited at least once a year.

Auditing of proper storage, handling, and shipping shall be audited during a normal Radiographic Safety Inspection.

94 Audit reports will be maintained as a part of the Quality Assurance Program records.

95 Members of the Audit Team shall not have the immediate responsibility for the activity being audited.
