NOTICE OF AVAILABILITY OF ENVIRONMENTAL REPORT Puget Sound Power & Light Company, et al.

(Skagit/Hanford Nuclear Project, Units l and 2)

Dear Sir:

We are the attorneys for Puget Sound Power & Light Company (Puget Power) in connection with the licensing of the proposed Skagit/Hanford Nuclear Project (the " Project") at a site on the U.S. Department of Energy Hanford Reservation in Benton County, Washington.

Under the regulations of the Nuclear Regulatory Commission (NRC), Puget Power is required (in its Environmental Report filed with the NRC) to list a number of alternative sites for the Pro-ject, and to send a notice to the chief executive of each county in which one or more of these alternative sites is located.

This letter is Puget Power's notice to you in compliance with the NRC regulations.

(This same letter is being sent to each of the counties involved.)

Attached to this letter you will find a list of the 8 alter-native sites listed in the Environmental Report for the Project (as it will be amended) and a map showing the location of each of those sites that is located in your county.

The order in which these alternative sites is listed is of no significance and does not indicate their ranking or order of pieference.

Please take notice that by an amended application dated September 26, 1980, Puget Power, acting for itself and as agent for Portland General. Electric Company, Pacific Power & Light Company and The Washington Water Power Company, has applied to 1

the Nuclear Regulatory Commission for construction permits for two boiling water nuclear reactors designated at the Skagit/Hanford Nuclear Project, Units 1 and 2, each of which is designed for a net electrical output of approximately 1,275 megawatts.

This Project was originally proposed to be located on a site near l

Lyman in Skagit County, Washington.

(This site is number 2 on the enclosed list of alternative sites.)

However, in September 1980, by the above mentioned amended application, the proposed location for the Project was changed to a site on the U.S.

Department of Energy Hanford Reservation in Benton County, Washington, approximately 12 miles northwest of Richland.

I Please also take notice that in December 1981 an amended Environmental Report for the Project at the proposed Hanford site was filed with the NRC.

The NRC is preparing and will issue, probably in April 1982, a draft Environmental Impact Statement for the Project.

A copy of this draft statement will be sent to you upon request to the Nuclear Regulatory Commission, Washington, D.C.

Further, upon receipt of a written request from you to the undersigned, a copy of the amended application and the amended Environmental Report for the Project, and any changes to such documents that affect the alternative site locations, will be furnished to you.
