50-328 In accordance with 10 CFR Part 50.59, we are enclosing 40 copies of a requested amendment to operating license DPR-77 to change the technical specifications for Sequoyah Nuclear Plant units 1 and 2 (Enclosure 1).
%e proposed amendment requests changes in the maxinum fuel enrichment for reload fuel and changes in the maximum fuel enrichment for new fuel. %ese changes are-needed to allow receipt and storage of the higher enriched fuel needed for the longer 18-month cycles. mis includes the fuel scheduled for receipt this spring as unit 1, reload 1.
We enclosed justifications (Enclosure 2) to support these changes i.clude the criticality analyses for the spent fuel storage racks and for the new fuel storage racks. Fuel delivery can begin as early as April 1, 1982 but no later than May 23,.1982.
Werefore, your expeditious review and approval of these changes is requested to allow us to receive fuel by the earliest fuel delivery date (April 1,1982).
In accordance with the requirements of 10 CFR Part 170.22, we have determined the proposed amendment to be Class III for unit 1 and Class I for unit 2.
Wese classifications are based on the facts that the changes. involve a' single safety issue and that the changes apply to two identical units on the same site.. We remittance fee of $4400 is being wired to the Nuclear Regulatory Ccumission, Attention: Licensing Fee Management Branch.
