Dear Sir:

The University of Missouri Research Reactor (MURR) requests the following change to Technical Specification 4.4.d It now reads: "

4.4.d The pumps of the pool system shall operate in parallel. They shall be instrumented and con-nected so as to permit safe operation at five megawatts on either pump or ten megawatts with h both pumps operating simultaneously. $

We propose Technical Specification 4.4.d to read:

4.4.d The pumps of the pool system shall be instrumented and connected so as to permit safe operation at five or ten megawatts on either pump or both pumps operating simultaneously.

The safe operation of the reactor is insured by the Reactor Safety System, which scrams the reactor if a critical parameter gets to a trip set point. The pool flow is monitored by three instrument channels that will scram the reactor on low flow, two channels for Pool Coolant Flow and one channel for Differential Pressure Across Reflector (Technical Specification 3.3). three channels are physically located in the pool system so that they are not af-fected by what combination of pool pumps are used (See Piping and Instrument Diagram).

The pool system provides cooling to samples, reflector elements, and control rods; but is not used to cool the reactor core. MURR is designed with a separate pres-surized primary system, which provides cooling for the reactor core. Therefore, there is no safety significance to whether one or two pool pumps are used to supply i the required pool flow.

The pool pumps are Worthington 6-CNG-104 centrifugal pumps with 11-7/8 inch impellers and driven by 60 hp, 1750 rpm, motors. As can be seen by looking at the attached pump curve, one pump is capable of supplying the required flow of greater than 850 gpm. The measured flow rate with one pump operating is approximately 1100 gpm. Hazards Summary Report (Original, section 5.3.4 and Addendum 3, section 2 2.2.1) states that one p imp is required to obtain flow rate from 400 to 600 gpm and two pumps are required for flow rate from 800 to 1200 gpm. The major difference i

between the pump capabilities as stated in Hazards Summary Report and those actually available is due to the design change that was made in the pool system during re-licensing for 10MW operation. The original pool heat exchanger was made by hooking two heat exchangers in series. In upgrading to 10MW capability, the two heat ex-

! changers were split and connected in two parallel loops. This greatly reduced the

pressure drop across the pool heat exchanger.

! The change in the Technical Specification for pool pumps would enable us to keep one pump out of service for extended maintenance without significantly af-fecting our operating cycle. Additionally this does not change our normal operating parameters.
