% O RE: Draf t Environmental Statement related to the g ,

! operation of Wolf Creek Generating Station unit o 1

! (Docket No. STN 50 482; NUREG-0878)

Dear 'ir:

I have iuM read t?e above text and have reveral comments I vould like to bring to your 'ittention.

1) Why tro the ntatictical ectimaten buced on the neactor Safety Study ra ther than on NUREG/CR-0400, Sept., 1978?
2) Are there any confidence limits to the calcula ted prob-abilities prcaenttd in the v;rious graphs in cection 5 ?
3) Wha t concequenceu vould renult from c clf Creek being hit by a mega-tornado. This topic scena to have been com-pletely overlooked.
4) On pace 4-5 (last paragraph) i tis implied that radwartes eill be chipped annually to a licenced burial site" .

Dr. Rustum Roy (Director, Ynerials Reccarch laberatory, Penn State University) inform /s me chat no "permLnent wacte repository can open before the year 2000." If this is so, then: a )he e do you define a "liscensed burial site",

and b) if Dr. Hoy in correct, how aill the radwastes be stored fcr the next 17 years?

5) No mention has been made about th~ effects Electromac-netic Pulse (EMP) may have upcn t!.e iiolf Creek plant, and cubsequent Civil De~ nse str"'egy, aill tho plant be

' hardened' agains+ EMP? If not, what post-war consequences can the citizena of Mansac expect? Thic questien is not 4cked lightly for it is my perception that serious thcocht in coac, hington is being given to the pessibility of nurviving a nucloar war.

As an elected county official (Townchip Trustee, Douglas County)

I expect 'nat .hi s letter will not be taken lightly. Further, I .tnticipate a reply to thece ciuec tions , 4
