Dear Chairnnn Pallodino and Members of the Conmission:

On February 4l 1982, Licensee in the above-referenced matter filed its " Reply to Connents on Inmediate Effectiveness of That Part of the Licensing Peard Decision Relating to Energency Preparedness Issues."

Included in this filing was Licensee's response to irmediate effectiveness cennunts suhnitted by the Connonwealth of Pennsylvania.

' With respect to the issue of the adequacy of supplies of thermo-ltninescent dosinnters ("TLD's") for offsite errergency workers, the Licensee reportedi "After receiving the Conmonwealth's connents, Licensee has initiated discussions with the Connonwealth on this issue.

Licensee expects that the nntter can be resolved to the satisfaction of all interested parties." Id. at 9. The Connenwealth is concerned that the Conmission will interpret this statenunt to nean that the issue has beer resolved. In fact, a uceting was held between representatives of the Licensee and the Conmotr*calth on February 24, 1982, at the request of- the Connotr*ralth. A resolution of the TLD issue was not reached during this neeting; nor does resolution appear inminent.

The Connormalth continues to view the shortfall of TLD's for offsite emergency workers responding to an incident at DfI-l as an inportant open issue in the H11-1 restart proceeding. This issue should be resolved prior to granting innediate effectiveness to the ASLB decision.
