STEAM GENERATOR SLEEVING REPAIR REPORT

POINT BEACH NUCLEAR PLANT, Ui4ITS 1 AND 2 In a letter to the NRC dated.'uly 2, 1981, Wisconsin Electric Power Company, Licensee for the Point Beach Nt. clear Plant, Units 1 and 2, requested amendments to Facility Operating Licenses DPR-24 and DPR-27 which would permit repair of defective steam generator tubes by a process known as sleeving.
The amendment request included a brief description of the sleeving repair prncess and included a listing of the design criteria for these sleeves.
On August 7, 1981, the NRC published a notice in the Federal Register concerning the pro-posed issuance of these license amendments and provided an opportunity for interested parties to request a hearing on this matter.
Wisconsin's Environ-mental Decade, Inc. has requested a hearing.
Subsequently, an Atomic Safety and Licensing Board (ASLB) has been appointed to rule on the merits of this hearing reqcest and to conduct such hearing if it is determined to be necessary.
As discussed in the July 2 amendment request, Lice' ee is intending to conduct a demonstration of the sleeving process in a Point :: :h Unit 1 steam generator during the fall 1981 refueling outage scheduled to begin on 4
l October 9, 1981.
This demonstration program will include the sleeving of up to T
twelve steam generator tubes, which contain some evidence rI degradation, with 8
up to six of these tubes having defects or imperfections exceeding the present jh Technical Specification tube plugging limit.
Some of these tubes may presently be plugged.
The demonstration progam is the subject of a separate motion QtG!
presently before the ASLB.

It has been our intention, following the demonstration program, to 4.0.ad proceed with a full-scale sleeving program on one or both Point Beach Nuclear yMb Plant units.
Enclased with this letter is a report which provides a more complete descriptica of the sleeving repair program.

Also included in this report.tre summaries of results to date of the confirma-tory testing performed on the sleeves to be used in the Point Beach steam generators and a comparison of those results to the test results developed for the San Onofre sleeving proaram.
The enclosed steam generator slecving repair report contains certain information which is proprietary to the Westinghouse Electric Corporation.
The proprietary information has been identified by brackets.
In conformance with the regttirements of 10 CFR Section 2.790 of the Commission's regulations, we have enclosed herewith ar, aoplication for withholding this proprietary material from public disclosure and an sffidavit from Westinghouse Electric Corporation in support of that application.
The affidavit sets forth the basis on which the information should be withheld from public disclosure.
As discussed with Mr. T. G. Colburn of your staff, we have enclosed ten copies of this report. We would be pleased to answer any questions you may have regarding the information contained in this renort.
