SUBJECT:

UNIVERSITY OF MISSOURI EMERGENCY REQUEST DATED 9-15-81 FOR A TEMPORARY CHANGE TO LICENSE R-103 This letter provides additional information requested on 16 September 1981 by Hal Bernard to permit NRC review of the subject re-quest. The purpose of the emergency request is to allow the University of Missouri to continue providing n-y produced Technetium-99m to the U.S. medical ,nmunity during a maintenance shutdown of the MURR.

Target materials will be handled by normal procedures except that the ORR will be used for activation. The target materials will be sealed in aluminum cans and sent to the Department of Energy ORR reactor located at Oak Ridge Naa ional Laboratory for neutron irradiation.

Following irradiation, the target capsules will be returned to the Uni-versity of Missouri Reactor Facility. The reactor will be placed in a secured condition, reactor containment will be broken, and the shipping cask transferred to the reactor pool via the containment building truck entry door. (See enclosed drawing.) The irradiation capsules will be unloaded in the reactor pool using our normal sample handling equipment.
