SEISMIC MARGIN REVIEW CRITERIA FILE 0485.16, 0505.18 SERIAL 13781 On June 30, 1981 we met with the NRC staff to discuss Consumers Power's program for conducting a seismic margin review to evaluate the capability of structures, equipment and components to withstand the additional loads from the newly derived site specific response spectra. During this meeting, there were a number of specific and general comments raised by a variety of staff members. At the conclusion of the meeting it was agreed that these questions would best be addressed later by a telephone conversation between myself and l

Mr J P Knight.

In the subsequent telephone conference on July 17, 1981 with Mr Knight, we discussed several modifications to the criteria for the seismic margin review program. We also decided that it would not be fruitful for the staff to formally review and approve our criteria until a generic staff position is issued.

In order for Consumers Power to be able to provide the staff with enough data from the seismic margin analysis activities to support the staff's OL review, we are proceeding to initiate the seismic margin analysis program. This program will utilize the attached " Seismic Margin Review Criteria" document which is transmitted for your idorniation. The enclosed document has been modified based on the feedback from our June 30, 1981 meeting and from the July 17, 1981 telephone conversation. The major modifications which reflect staff guidance are:

o For evaluation in the seismic margin analysis we will select structural members and equipment, not only by the systematic screening process originally described but also based on enginc ' ring judgment as to what is "a critical section," etc.

o As part eT the analysis, two separate margins will be computed: A margin against code ultimate capacity; and in cases where that margin may be exceeded, a margin against failure. All margins calculated will be reported.
