Attached is a copy of the above report. . .

As you know the investigation of the task force could r.ot verify the KG&E conclusion that the base mat concrete neets the upccified strength level and KG&E at its own risR has had considerable construction completed on top of the base mat foundation. Because of the tremendous impact unfavorable results would have on the existing construction, close monitoring of the additional KG&E investigation and a. thorough review of all data of the investigation is recommended. The nonitoring should invo.vc J at least the presence of an NRC representative during the preparation, soaking and-strength testing and verification of the results of any petrographic examination and chemical analysis by a qualified and experienced URC representative.

It is also recommended that NRC give consideratien to independent testing by NRC involving strength testing, petrographic exanination and chemical analysis of any.lov strength base mat cylinder fragments which were not included in the additional KG&E investigation.
