This is to confirm our plans to escort five representatives of GOSATOMNADZOR (GAN) of Russia o a visit to North Anna Power Station on September 16 and 17, 1993. The_
representatives will be participating in a Direct Assistance priori y of the Agency for International Development (AID)-funded Lisbon Initiative of the U.S. State Department.

GAN is the Russian equivalent of the U. S. Nuclear Regulatory Commission
-(NRC). The three representatives will be in the United States as guests of l
the NRC during the period of September 11 to September 25, 1993.
The purpose i
of their trip to the U.S. is to develop an understanding of the NRC's process i
for conducting regulatory (licensing and inspection) reviews of Emergency Operating Procedures (EOPs).
The main purpose of the group's visit to North Anna is to allow them to gain a better understanding of how a reactor licensee implements E0Ps, and trains reactor-operators in the use of E0Ps.
l The names and titles of the five Russian representatives will be provided to you and the North Anna Nuclear Generating Station as soon as they are i
available.
i The Russian representatives will be escorted by NRC representatives, Mr. Leon Whitney and Mr. Warren Lyon.
l The following schedule of activities is suggested for your consideration:

Brief walk-around and walk-through of the plant (include Technical Support Center and Emergency Off-site. Facility).

Environmental considerations - lighting, respiration, temperature, noise, radiation Coordination considerations - local operations at components and shutdown panels, communications between the control room and local control stations, phone, loudspeaker and radio communication devices i
i Access considerations - locks, physical access (e.g. dedicated ladders)
Component manipulation - valves, switches, compenent operating devices and labeling consistency, indications / operator feedback, i
emergency operating power and modes.
i Travel to Rockville, Maryland, Friday P.M.
