WAIVER OF CRGR REVIEW OF WCAP-10484, ADDENDUM 1
REFERENCE:
Memorandum from E. L. Jordan to T. E. Murley, CRGR Consideration of Topical Reports," September 29, 1989. Enclosed is the safety evaluation report (SER) prepared by the Division of Systems Safety and Analysis which accepts for reference Topical Report WCAP-10484, Addendum 1, by Westinghouse Energy Systems. In accordance with suggested revised procedures outlined in the memorandum referenced above, we propose that no review by the Committee to Review Generic Requirements (CRGR) is necessary. Addendum 1 to the subject WCAP report corrects a programming logic error discovered in the spacer grid heat transfer model subroutine contained in the BART code. This error affects all versions of the Westinghouse 1981 ECCS Evaluation Model which incorporate BART or BASH methodology. The spacer grid heat transfer model and its use in licensing analyses was approved in WCAP-10484-P-A. No changes have been made to the basic model or governing equations. Westinghouse has adequately re-validated the corrected model against experimental data used in the original validation studies. Acceptance of Addendum 1 to WCAP-10484, therefore, does not represent a new staff position. According to the CRGR cnarter, all staff approvals of topical reports should be reviewed by CRGR. However, as noted above, the purpose of Addendum 1 to WCAP-10484 is to correct a programming logic error in a model which has already been found acceptable for referencing in licensing analyses. Because no new staff position is involved in acceptance of the addendum, we believe ) that CRGR review is not necessary.
