MANAGEMENT
SUMMARY
t During this reporting period, Consumers Power Company conducted a total of 1,091 random tests with the following results:
Random Tests Results Employees 739 Two positives (both cocaine).
Employees entered Employee Assistance Program, then reinstated.
Follow-up testing now occurring.
Contractors 352 Random test process did not identify-any positive drug / alcohol results.

Out of 654 preaccess tests conducted on contract employees for outage support, three positive determinations occurred (2 alcohol, I cocaine). All three were denied access.
Results of the 1993 internal Nuclear Performance Assessment Audit of the FFD Program show a continued trend of improvement.
Program administrators at the~
sites were found to be-knowledgeable in their responsibilities and duties.
The few problems identified were considered isolated and not indicative of any
- programmatic weakness. Corrective actions from previous audits were evaluated' and found adequate with no recurring incidents.
-One employee initiated the appeals process following notification of a -
positive cocaine determination by the MR0. Action was taken to have the-original specimen tested at another NIDA approved laboratory. Test results confirmed the origina1 ' positive determination. No further action was taken.

INITIATIVES TAKEN Contractors who tested positive during the first year of implementing 10CFR26 are reentering the workforce, since the 3-year site removal requirement will be met during 1993.
Guidelines are under development to determine what documentation and criteria will be necessary to reinstate individuals in this category. Final guidelines will be incorporated into FFD procedures and possibly access authorization procedures.

REPORTABLE EVENTS UNDER 10CFR26. SECTION 26.73 One reportable event, involving a Supervisor testing positive for cocaine through the random selection process, occurred on June 10, 1993.
Upon the MR0's notification of the positive result to the FFD Administrator, unescorted access was immediately revoked. Notification was made to the NRC Operations Center by telephone within 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br />.
Courtesy notification was made to NRC Region III.
A thorough review was made of the supervisor's work over the past six months to identify any past indication of reduced performance or aberrant behavior.
The review resulted in a determination that the individual's performance was normal and signs of aberrant behavior were not evident.

TEST RESULTS BY PROCESS STAGE Consumers Power Company does not take action against presumptive positives for marijuana (THC) or cocaine, as we do not conduct on-site screening.
Test determinations are made through our MRO's evaluation of each NIDA laboratory final test results (ie, negative determinations resulting from EMIT testing and positive determinations following GC/MS confirmatory testing).

LESSONS LEARNED During our 1993 intet aal audit, it was noted that although our random alcohol test levels reflect the 0.04% cut-off level indicated in 10CFR26, Consumers Power Company does invoke a more stringent cut-off level during testing other than random. This was not identified in our original FFD program implementation and certification letter, therefore an amended letter was submitted to the NRC, which addressed our more stringent practice.
