Dear Mr. DelGeorge:

This refers to the special electrical distribution system functional

inspection-(EDSFI) conducted by Mr. David S. Butler and others of this office

on June 1 through July 16, 1993. The inspection evaluated activities at the

Byron Station, Units 1 and 2 and at the Braidwood Station, Units 1 and 2,

authorized by NRC Operating Licenses No. NPF-37, No. NPF-66, No. NPF-72, and

No. NPF-77.

We discussed our inspection findings with Messrs. K. Graesser and

S. Berg and other members of your staff at the exit interview on July 16,

1993.

Areas examined during the inspection are identified in the report.

The team

assessed the design, implementation, and engineering technical support

relative to the electrical distribution system (EDS).

The purpose of the

'

inspection was to determine whether activities authorized by the above

licenses were conducted safely and in accordance with NRC requirements.

The

inspection consisted of a selective review of design calculations, relevant

procedures, representative records, installed equipment, and interviews with

engineering and technical support staff. This inspection was a comprehensive

four week onsite effort with two weeks spent at each station.

The team concluded that Byron's and Braidwood's EDS were designed, operated,

and maintained in an effective manner and that engineering and technical

support was good. The EDS and related support equipment materiel condition

was also good. Although overall experience level of the technical staff was

not a concern, several relatively inexperienced system engineers were assigned

to some of the more important systems. The team identified.several

t

weaknesses. Most significant was improperly sized fuses installed in Byron's

,

IB diesel driven auxiliary feedwater pump control panel.
