Dear Dr. Gillin:

I am responding to your letter dated June 10, 1993, regarding the composition of the Advisory Committee on Medical Uses of Isotopes (ACMOI). The Commission t

appreciates your candid comments and concern that the special field of medical physics be adequately represented on the Committee.

Over the last three years, the Commh lion has directed the NRC staff to make a number of changes in the composition of the ACMUI membership in order to receive a broader spectrum of advice from the ACMUI on both policy and technical issues.

To this end, the staff was directed to seek expansion of i

the ACMUI to include a technologist (nuclear medicine or radiation therapy); a l

patients rights and care advocate; a medical researcher (physician or non-physician); a therapist; and a hospital administrator (physician or non-physician). However, it was ab o necessary to maintain the Committee at a manageable size. As a result, one of the medical physicist positions was I

eliminated. Currently, the ACMUI consists of two nuclear medicine physicians, a radiopharmacist, a medical physicist, a cardiologist, a technologist, a patients rights and care advocate, a medical researcher, three radiation therapy physicians, and a hospital administrator. We believe that this particular six of special area skills provides the NRC staff and the Commission with the information needed to address various issues now confronting the agency, yet maintains a reasonably diverse and balanced representation of views consistent with the traditional purpose of an advisory committee.

Nevertheless, we recognize that several ACMUI members have served for more than a decade. To address this concern, the Commission recently adopted a new appointment process for the ACMUI. We have limited each position appointment to a term of two years, with the possibility of serving a total of three terms. Reappointment is not automatic, and a decision to fill any position is based upon the current needs of the NRC at that time.

Provisions have been made to supplement the ACMUI with expert consultants should problems arise that require the expertise of specialties not adequately represented on the Committee. As part of this overall plan, those members who have served on the Committee for many years are gradually being replaced. After July 1,1994, this new appointaent process will be completely implemented with all members of the ACHUI subject to the two-year appointment process.
