SUBJECT: INSPECTION REPORT NOS. 50-317/93-17 AND 50-318/93-17
This letter refers to the announced safety inspection of engineering and technical support
activities related to the Baltimore Gas & Electric Company Calvert Cliffs Nuclear Power
Plant Unit Nos.1 and 2, conducted by Mr. A. Lohmeier of this office during the period
June 14 - 18,1993, at Lusby, Maryland, and July 12 - 16 at the regional office. At the
conclusion of the inspection, findings were discussed with Mr. Cruse and members of the
Calvert Cliffs engineering staff.
The scope of this inspection included the assessment of engineering and technical support
activity at Calvert Cliffs Nuclear Power Plant (CCNPP). Included in the assessment were
corporate direction of engineering, engineering organization focus and responsibility,
performance trends in the nuclear engineering and plant engineering divisions, self
assessment and root cause analysis of problem areas, review of open items and licensee event
reports for engineering weaknesses, review of plant operation safety review committee
,
(PORC) activity, control of engineering contractors, modification implementation, issue
,
resolution, fatigue cycle monitoring program, and implementation of system improvements.
Engineering activity at CCNPP has demonstrated good management oversight of engineering
operations utilizing target goals and performance measurement against these goals. The
activities reviewed during the inspection were appropriately focused on safe and efficient
plant operation providing for protection of the public health and safety.

It was noted that perfonnance trends related to engineering were generally favorable.
Improved communication between operations and engineering was evident. Efforts toward
reduction of engineering backlog were evident from CCNPP performance indicators. Some
engineering areas show room for focused attention to negative trends. These areas were
appropriately identified by the performance indication system for correction by the licensee.
Within the scope of this inspection, no violations were observed. No response to this letter
is necessary.
