Attention: Mr. Faulkenberry The District continues to re-evaluate Enduring and Recurring commitments to determine their applicability to Rancho Seco during the Permanently Defueled. Mode (PDM) and with a Possession-Only License (POL) and submits the L enclosed reports. Enduring commitments are continuing closed commitments that the Rancho Seco staff generally implements through design documents, procedures, instructions, directives, or other plant documents. Recurring commitments are continuing closed commitments that the Rancho Seco staff meets through procedure development or revision. The District defines three categories of enduring and recurring commitments: 1. Those commitments still applicable to Rancho Seco during the PDM and with a POL Rancho Seco staff reviews these periodically, as appropriate, to determine their continued applicability. 2. These include commitments that are complete and satisfy' permanent closure requirements, or commitments that are no longer applicable to Rancho Seco during the PDM and with a POL The District permanently closed and archived these commitments (see Attachment B). In Reference 1, the District concluded NRC Information Notices, Bulletins, and Generic Letters addressed to "All Holders of Operating (emphasis added) Licenses or Construction Permits for Nuclear Power Reactors" do not apply to Rancho Seco because Rancho Seco is permanently shut down and has a POL Consistent with this position, Rancho Seco staff reviewed Generic Letter 89-10,- Supplement 5, " Inaccuracy of Motor-Operated Valve Diagnostic Equipment," and determined it does not apply to Rancho Seco during the PDM and with a POL Additionaljustification is as follows: i 1. Spent Fuel Pool cooling compensatory measures do not rely on Motor-Operated Valve (MOV) operation, i 2. The In-service Confirmation Program contains no MOVs, and 3.
