1. Initiative Taken As noted in the previous report, industrial nurses had been added to the station complement, and the process of urine sample collection was integrated into the nurses' job responsibilities.  !

I On April 30, 1993, a situation arose where the back shift nurse was selected for random testing. The only qualified person available to implement this was the day shift nurse.

However, the Fitness for Duty Program requires that supervisors, co-workers and relatives of the individual being tested shall not perform any collection, assessment or evaluation procedures. To ensure the intent of this provision  ;

was met, an individual from Nuclear Quality Assurance was requested to observe the collection process and witness the sample container being placed in the sample box, and sealed '

for transport to the laboratory.

As corrective action, arrar Jements have been made such that future random testing of site nurses will be performed by a  ;

nurse from the LILCO Employee Health Center. '

2. Effectiveness Evaluation During this reporting period, there were no instances of finding drugs or alcohol in the secured area of the site. In addition, there were no allegations regarding drug or alcohol use.

It is concluded that the Fitness for Duty Program continues to be effective in meeting its objective of maintaining a safer, drug and alcohol free, work environment.

3. Data Analysis and Actions During this reporting period, a positive random drug test  ;

occurred for one individual. In addition, there were two pre-accese positive drug tests. This total number is consistent with the previous reporting period.

The actions taken during this period.for the positive test results were as follows:

  • Contractor positive random drug test - Unescorted access was revoked for the individual
  • Contractor positive pre-badge drug tests (2 individuals)

- access to SNPS was denied
