SUBJECT:

POINT BEACH NUCLEAR PLANT SECURITY PLAN REVISION, REQUEST FOR INFORMATION We are responding to your letter of February 26, 1993, which transmitted changes identified as Revision 9 to the Point Beach Nuclear Plant Security Plan (PBNPSP) submitted under the provisions of 10 CFR 50.54(p).

Two issues related to vital area policy were referred to the Office of Nuclear Reactor Regulation (NRR) for review. Comments regarding the remainder of the Revision were transmitted from our Region III Office on April 7,1993.

NRR has comments on the two issues based upon our initial review.

For the first issue, additional information is necessary to determine the acceptability of the change to Section 2.3 of the PBNPSP.

The second issue, regarding a change to Section 7.0 of the PBNPSP, is not consistent with the provisions of 10 CFR 50.54(p).

You may resubmit your changes either in accordance with 10 CFR 50.54(p) or 10 CFR 50.90.

For the second issue, which was identified as unacceptable under the provisions of 10 CFR 50.54(p), the previously approved plan revisions must be followed.

The enclosure to this letter contains specific information regarding our comments on the two issues.

The enclosure to your letter contained Safeguards Information of a type specified in 10 CFR 73.21 and is being withheld from public disclosure.

This request for information affects fewer than-10 respondents; therefore, OMB clearance is not required under Public Law 96-511.

For this revision to be acceptable, indicate that procedures exist that require the recipient of those alarms to notify the Central Alarm Station (CAS)/ Secondary Alarm Station (SAS) when they receive those alarms.

The basic requirements of 10 CFR
