Dear Sir:

Enclosed please find a copy of the 1993 Vennont Yankee Nuclear Power Station Emergency Response Exercise Manual. The exercise scenario package includes all information pertinent to performance of the subject exercise, scheduled for the week beginning Sunday, April 25,1993.

Vermont Yankee is forwarding the exercise scenario to NRC well in excess of the recommended 60 days prior to the date of the exercise. This will a110w additional time for NRC review of the above referenced material.

Two copies of the enclosure are being provided directly to Mr. E.C. McCabe of the USNRC Region I Staff. Copies of the enclosure are not being provided to the USNRC Resident Inspector at Vermont Yankee, as we understand it is USNRC's intent to allow the Resident Inspector the opportunity to participate in the exercise.

The success of the exercise is highly dependent on the confidentiality of our exercise scenario. Therefore, we are requesting that this letter and enci sure be treated on a "need-to-know" basis and be withheld from public disclosure in accordance with 10 CFR 2.790, until the exercise has been completed.
