Dear Mr. Hoffman:
I am responding to your letter of May 7,1993, to Chairman Selin regarding staff recommendations contained in a paper from the staff to the Commission, SECY-93-104 dated April 20, 1993.
The Commission has given guidance to the staff in a memorandum of June 9, 1993.
The staff has responded to this guidance and has established a plan for continuing its review of the MHTGR and PRISM projects.
The staff's plans are described in a letter to E.C. Brolin, Acting Assistant Secretary for Nuclear Energy at the Department of Energy.
I have enclosed a copy of that letter.

Dear Mr. Brolin:
I am responding to your letter of May 21, 1993, to Chairman Selin.regarding staff recommendations contained in a paper from the staff to the Commission,
-SECY-93-104 dated April 20, 1993.
The Commission has given guidance to the staff in a memorandum of June 9, 1993. The staff has responded to this guidance and has established a plan for continuing its review of the MHTGR and PRISM projects.
The staff's intent is to continue work on PRISM and MHTGR. The work plan.is directed at issuing a final preapplication safety evaluation report (PSER) for-PRISM in December 1993, and a draft PSER for MHTGR in September 1994.
The MHTGR final PSER would be issued about six months after the draft PSER. My staff would be pleased to meet with you in the near future to discuss the details of our approach.
We also expect to be able to provide PSER-level conclusions during this period on the applicable policy and technical issues discussed in SECY-93-092.
The Office of Nuclear Regulatory Research will continue to develop information in appropriate areas to support staff positions developed by the Office of Nuclear Reactor Regulation on licensing-related issues, including the development of computer codes.
