FERMI DETAILED CONTROL ROOM DESIGN REVIEW (DCRDR) PRIORITY III HUMAN ENGINEERING DISCREPANCIES (HEDs) (TAC NO. M86938)
Your letter of March 5,1993, documented that all remaining Priority III Human Engineering Discrepancies (HEDs) were implemented prior to or during the third refueling outage (RF03) for Fermi-2.
You had requested a schedule change for completion of Priority III HEDs until prior to startup from RF03 in your May 24, 1989 letter. The staff approved this schedule and your program as described in your DCRDR Sumary Report and Supplements I and 2 to that report, dated November 30, 1986, August 19, 1987 and November 30, 1987, respectively, in its Safety Evaluation dated March 28, 1990.
However, the staff conditioned its Safety Evaluation such that any disposition of Priority III HEDs other than as described in the DCRDR Summary Report and Supplements 1 and 2 would require full documentation and NRC review and approval.
It has come to our attention through discussions with members of your staff, that some of the Priority III HEDs for your facility which were described in your DCRDR Summary Report and Supplements 1 and 2 may have been evaluated and dispositioned differently from those previously evaluated by the staff.
You are requested to specifically identify any Priority III HEDs which were evaluated and dispositioned differently from the HEDs identified in your DCRDR Summary Report and Supplements 1 and 2.
You are further requested to provide a list of those HEDs indicating their final disposition and the technical basis for their reevaluation and disposition within 30 days of receipt of this letter.
The reporting and/or recordkeeping requirements contained in this letter affect fewer than 10 respondents, therefore, OMB clearance is not required under P.L.96-511.
