Dear Mr. Gody:

As you are aware, Wisconsin Electric Power has proposed to construct an independent dry cask storage facility at its Point Beach Nuclear Plant. The Public Service Commission is reviewing the need and economic aspects and, after~

public hearing, must approve, deny or modify the project.

Our base-case economic nnalysis assumes that the plant will continue to operate through its current license terms, namely, 2010 for Unit 1, and 2013 for Unit 2.

This is also the basis of applicant's (WEPCO's) position that there are no technical or safety problems with the plant that could result in premature shut-down and retirement of the plant.

a However, we know that the plant is subject to the regulatory requirements and directives of the Nuclear Regulatory Commission, and continued plant operation is subject to your agency's review and approval. A recent New York Times article dated April 2, 1993, states that an NRC staff report suggests that Point Beach (and other plants) are subject to NRC concerns about reactor pressure vessel integrity and will require further analysis to determine if the units are safe for coninued operation.

We are requesting that NRC send us a copy of that report and any other relevant technical information on the pressure vessel issue at Point Beach? Also, what-is your (NRC's) opinion as to risk that this issue could materially shorten the remaining service life of the Point Beach Units. Could the pressure vessel -

embrittlemett problem or any other technical problem result in your agency's ordering permanent plant shut-down for either unit before the current license expiration t'.ates? 2 Your information and advice in this matter is important to our. evaluation of the {
