REQUEST FOR ADDITIONAL INFORMATION - VERMONT YANKEE RESPONSE TO GENERIC LETTER 92-01, REVISION 1 (TAC NO. M83521)
By letter dated July 3, 1992, Vermont Yankee (VY) submitted its responses to Generic Letter (GL) 92-01. The purpose of GL 92-01 is to obtain information needed to assess compliance with requirements set forth in Appendices G and H to 10 CFR Part 50, and commitments made in response to GL 88-11 regarding reactor vessel structural integrity.
Other regulations requiring compliance are 10 CFR 50.60 and 10 CFR 50.61.
The staff has completed the preliminary review for VY and is transmitting the enclosed request for additional information. The licensee should respond within 60 days of receipt.
The requirements of this letter affect fewer than 10 respondents, and, therefore, are not subject to the Office of Management and Budget review under PL 96-511.

g ENCLOSURE Recuest for Additional Information Ouestion 2a in G1 92-01 The response to GL 92-01 indicates that the initial USE values for i
all beltline plates, 'except for the surveillance plate, are not known, and "The USE of the beltline welds was determined from Charpy testing performed on a typical production beltline weld."
Either provide the initial Charpy USE for each beltline plate and weld or provide the initial Charpy USE and analysis from plates and welds that were fabricated using the same vendor, fabrication time frame, fabrication process, and material specification to demonstrate that the surveillance plate and the " typical production beltline weld" are representative of beltline plates and welds and all beltline matarials will meet the USE requirements of Appendix G,10 CFR Part 50.
If this cannot be provided, then submit an analysis which demonstrates that lower values of upper-shelf energy will provide margins of safety against fracture equivalent to those required by Appendix G of the ASME Code.
Questions 2b and 3 in GL 92-01 The response does not report initial RT and chemistry data for all beltline materials.
Provide this iniormation and identify the sources.
Using this information, provide a response to Question 3 as stated in GL 92-01.
