This letter f., in response to your request to use an alternative to the ASME Boiler and Pressure Vessel Code,Section XI requirements submitted by letter dated April 21, 1993.

j You proposed use of ASME Code Case N-416 for a class 3 service water pipe repair.

The proposed repair is to be performed in accordance with the requirements of the ASME Code Section XI with the exception of deferral of the Code required hydrostatic test. Code Case N-416 allows deferral of a hydrostatic test for ASME class 2 systems. As a compensatory measure, you propose volumetric inspection and an inservice leak test of the repair. July 31, 1993.

l Based on the review summarized in the enclosed Safety Evaluation, the staff concludes that the proposed repair is acceptable as an alternative to a Code repair, for the above-mentioned period, and is authorized under 10 CFR 50.55a(3)(1) and will provide an acceptable level of quality and safety.
