SUBJECT:

CHARACTERISTICS OF THE PROPOSED DESIGN BASIS VEHICLE On June 24, 1993, the Commission met to discuss SECY 93-166, " Staff Recommendation for Protection Against Malevolent Use of-Vehicles at Nuclear Power Plants." Subsequent to that meeting, the Commission directed the staff to proceed with rulemaking to modify the design basis threat for radiological sabotage to include a land vehicle for the transport of personnel, hand-carried equipment and/or explosives. to SECY 93-166 describes the proposed characteristics of the design basis vehicle (DBV).

Because that enclosure was designated as Safeguards Information, it was not publicly released with SECY 93-166. Although the proposed rule is not expected to be published for several months, the characteristics of the DBV are being_

provided to licensees in advance to facilitate more detailed comments on the proposed rule.

Please note that the DBV is Safeguards Information and should be handled accordingly.
