JULY 19, 1993, PUBLIC MEETING This refers to the meeting, open to public observation, conducted at the NRC's request at Entergy Operations, Inc.'s Arkansas Nuclear One facility on July 19, 1993. This meeting related to the pending Arkansas Nuclear One Unit I refueling outage scheduled to begin in September 1993. This meeting was attended by those on the enclosed Attendance List.

It is our opinion that this meeting was beneficial and has provided a better understanding of how you plan to control outage activity to minimize i
shutdown risk.
We recognize that your Shutdown Operations Protection Plan provides, under certain circumstances, that reduced inventory operations may be conducted with only one operable onsite source of emergency AC power.
This is a matter that is currently under agency review.
In the interim, we request that you inform us if you plan to operate in a midloop or reduced inventory condition with fuel in the reactor vessel and with only one operable onsite source of emergency AC power.
l In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter will be placed in the NRC's Public Document Room.
