This refers to the inspection conducted by Mr. T. W. Dexter of this office on

July 12 through 16, 1993. The inspection included a review of activities
authorized for your South Texas Project Nuclear Power' Plant, Units 1 and 2,
l
facility. At the conclusion of the inspection, the findings were discussed
i
with Mr. R. L. Balcom and those members of your staff identified in the
enclosed report.
Areas examined during the inspection are identified in the report.
Within these. areas, the inspection consisted of selective examination of
procedures and representative records, interviews with personnel, and
-

observation of activities in progress.
Although the security program was found to be adequately implemented, several
i
concerns were identified as discussed in the results section of the enclosed
i
inspection report. These included security procedures and lesson plans that
'l
'
were too general, inconsistent logging of alarm response'information, testing
that did not challenge equipment, degraded assessment aids and continued lack
of aggressive compensation, and security equipment requiring frequent repairs.
The material enclosed contains Safeguards Information as defined by
i
10 CFR 73.21 and its disclosure to unauthorized individuals is prohibited by.-

Section 147 of the Atomic Energy Act of 1954, as amended. Therefore, the

material will not be placed in the Public Document Room.
