SUBJECT: COMBINED INSPECTION REPORT NUMBERS 50-277/93-14; 50-278/93-14
This refers to the announced safety inspection of maintenance activities conducted by
Mr. F. Bower of this office from June 21 - 25,1993, at Peach Bottom Units 2 and 3, Delta,
Pennsylvania, of activities authorized by NRC License Nos. DPR-44 and DPR-56 and to the
discussions of our findings held by Mr. F. Bower with members of your staff at the
conclusion of the inspection.
Areas important to public health and safety examined during this inspection are described in
,
the NRC Region I Inspection Report, which is enclosed with this letter. Within these areas,
the inspection consisted of selective examinations of procedures and records, interviews with
.
personnel, and observations by the inspector.

In summary, maintenance activities were conducted safely, in accordance with regulatory
requirements and, in most instances, in accordance with licensee approved procedures. A
potential personnel safety issue was identified. Minor Maintenance may be performed
downstream of a potential energy source that has been isolated by methods that are not
covered by procedures. Your Clearance and Tagging Manual does not provide clear
guidance and precautions for circumstances that may reduce personnel safety. Management
personnel at the exit meeting committed to review of this concern. The details for this issue

are contained in section 2.5 of the enclosed report.

Within the scope of this inspection, no unresolved items'nor violations of NRC requirements
were identified. We appreciate your cooperation with us.
